With the enhance of Full Screen in Mavericks, the full screen app will has its own workspace on either primary display or second display. The Full Screen mode in Fusion has be affected by this change.

Umm, the below steps can help you to show VM in all display,

1. Open Safari(or any other app which can be switched to Full Screen mode).

2. Move it to the second display, switch it to Full Screen mode (then it helps to create a full screen workspace in the second display).

3. Back to primary display, switch VM to Full Screen mode (use all display).

All displays can be used to show VM.

but if you use mouse click the VM UI in the second display, it will show safari UI...  then you should click in primary display to show it again.

That means you can not operate the GOS by mouse in the second display. Keyboard seems okay, I tried input text in LibreOffice in the second display, it works.
